The White House announced on Sept. 10 that nearly one million people who purchased insurance through the federal Affordable Care Act marketplace, Healthcare.gov, will receive $500 refunds, with checks scheduled to be mailed beginning in October.
The administration says the payments are intended to reimburse enrollees for what it calls excess exchange "user fees" that were passed through to consumers in the form of higher premiums. The White House statement attributes the higher costs to actions by the prior administration and framed the refunds as correcting those overcharges.
"In many cases, these refunds will cover the entire spike in your insurance caused by Democrats, who solely work to protect big insurance companies," President Donald Trump said in a video posted on the social platform X. "Our administration is doing the right thing and giving the money back to the people who were wrongly ripped off."
The refunds target non-subsidized enrollees who purchased coverage through the federal exchange in 30 states. Eligible states named by the administration include Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.

Who Is Eligible
