Macron Warns at Davos of a 'Shift Toward a World Without Rules'

French President Emmanuel Macron told the World Economic Forum in Davos on Jan. 20 that the international rules-based order is under strain.

He warned of "a shift towards a world without rules," saying international law is being trampled and that power risks replacing law as the arbiter of global affairs.

Macron also said what he described as "imperial ambitions" are resurfacing.

In Davos, Switzerland, on Jan. 20, French President Emmanuel Macron warned delegates at the World Economic Forum that the international rules-based order is under strain.

Macron's Warning

"It's a shift towards a world without rules, where international law is trampled underfoot and where the only law that seems to matter is that of the strongest," Macron said, adding that what he called "imperial ambitions" were resurfacing.

Macron delivered the comment as part of remarks to global leaders and business figures gathered at the forum. He cautioned that the erosion of established norms and international law risks making power, rather than legal or diplomatic frameworks, the decisive factor in global affairs.
