Trump Announces 'Board of Peace' to Oversee Gaza Reconstruction, Names Blair, Carney and Rubio

U.S. President Donald Trump has formed a Trump‑chaired "Board of Peace" to help coordinate Gaza’s reconstruction under a U.N.-backed U.S. plan. Initial members include Tony Blair, former central banker Mark Carney and U.S. Senator Marco Rubio, with each member to be assigned a defined reconstruction portfolio. A separate 15‑member Palestinian technocratic committee, led by Dr. Ali Sha’ath and overseen by high representative Nickolay Mladenov, will manage daily governance until a reformed Palestinian Authority can assume control. Israel vetoed Hamas and Palestinian Authority affiliates from the technocratic committee, a move that has generated political controversy.

U.S. President Donald Trump has announced the creation of a Trump‑chaired "Board of Peace" to help oversee the reconstruction and stabilization of Gaza under a United Nations–backed American plan meant to demilitarize and rebuild the enclave after two years of devastating conflict with Hamas.

Who Is On The Board

The White House described a "founding Executive Board" that includes former British prime minister Tony Blair, former central banker Mark Carney (former governor of the Bank of Canada and the Bank of England) and U.S. Senator Marco Rubio. The statement also named Jared Kushner, billionaire investor Marc Rowan and World Bank President Ajay Banga among the initial members. Additional figures listed by the White House include Steve Witkoff and Robert Gabriel; further appointments are expected to be announced.

Roles And Structure

According to the White House, each board member will be assigned a specific portfolio considered "critical to Gaza’s stabilization and long‑term success." The board is intended to coordinate international support for reconstruction, economic recovery and institutional reform.

Palestinian Governance Arrangements

The U.S. plan separates oversight from day‑to‑day administration. A 15‑member Palestinian technocratic committee will manage daily governance in Gaza, focusing on restoring essential public services and institutions. The White House said the committee will be led by Dr. Ali Sha’ath, a Gaza‑born Palestinian with prior roles in the Palestinian Authority. Former U.N. Middle East envoy Nickolay Mladenov has been named high representative for Gaza.

Controversies And Political Context

Notably, the Board of Peace and the technocratic committee do not include an official representative of the Palestinian Authority; Israel insisted that neither Hamas affiliates nor Palestinian Authority officials sit on the technocratic committee and retained effective veto power over its membership. Prime Minister Benjamin Netanyahu opposes re‑empowering the Palestinian Authority in Gaza and rejects the notion of a Palestinian state under the terms described by the U.S. plan.

The United States also helped form a separate "Gaza executive board" intended to support governance and regional coordination; that body is reported to include representatives from Turkey, Qatar, Egypt and the United Arab Emirates, alongside members drawn from both the Board of Peace and the Palestinian technocratic committee.
