Democrats have made affordability the cornerstone of their campaign strategy to weaken Donald Trump’s standing ahead of the midterms, emphasizing everyday cost pressures in messaging, legislation and outreach. A notable legislative moment came when 17 House Republicans joined Democrats to pass a three-year extension of ACA premium tax credits. With inflation still above the Fed’s target (2.7% annual rate in November) and Trump’s economic approval at 36% in recent polling, Democrats and allied groups are pressing the cost-of-living case while Republicans counter with tax changes branded as the "Working Families Tax Cut."

Democrats are sharpening a single message — affordability — as their chief strategy to erode Donald Trump’s political standing before the November midterms. The theme has become a staple of press briefings, campaign speeches and legislative efforts as the party seeks to tie everyday cost pressures to Republican policies and promises.

A Strategic Pivot

After struggling politically during the pandemic-era inflation spike that hit the Biden administration, Democrats have pivoted to a straightforward argument: voters care most about the rising cost of living, and Republicans — who promised quick price relief — have failed to deliver.

“Democrats in the House and Senate [are] focusing on lowering your costs, dealing with affordability. Republicans, led by Donald Trump, are focused on spending treasure and, God forbid, lives on military adventurism overseas,” Senate Minority Leader Chuck Schumer said as the Senate moved to advance a resolution related to Venezuela.

Policy Moves And Political Stakes

One high-profile moment came when 17 House Republicans broke with their leadership to join Democrats in passing a three-year reinstatement of premium tax credits for Affordable Care Act plans — a win Democrats framed as protecting Americans from sharp insurance premium increases. The maneuver followed an October standoff in which Democrats withheld support for funding bills unless the subsidies were extended.

Rep. Brian Fitzpatrick, a key moderate in the revolt, defended the move as choosing a clear extension over allowing the subsidies to expire. House Speaker Mike Johnson had earlier said he would block long-term legislation restoring the credits, prompting moderates to force a vote.

Numbers Behind The Narrative

While inflation is far below its mid-2022 peak of over 9%, prices were still rising above the Federal Reserve’s target — with consumer prices up at an annual rate of 2.7% in November, according to the latest CPI data. Polling reinforces the stakes for Republicans: a December NPR/PBS News/Marist survey found approval of Mr. Trump’s handling of the economy at 36% — the lowest reading since the question was first posed.

Outside Groups And Republican Counters

Outside groups are amplifying Democrats’ message. Leor Tal, campaign director of nonprofit Unrig Our Economy, said the group spent $10 million last year encouraging constituents to pressure Republican lawmakers about rising costs "from hamburgers to healthcare to holiday gifts."

Republicans are pinning their hopes on tax provisions enacted last summer — now marketed as the "Working Families Tax Cut" — to improve sentiment when refunds arrive. Speaker Johnson has promised larger refunds and said households will feel the impact soon. Meanwhile, GOP strategists also seek to redirect attention to other issues, including foreign policy actions and allegations of wasteful spending.

Political Analysis And Outlook

Political scientists say the party in power tends to be held accountable for economic pain, regardless of cause. Marc Hetherington of UNC-Chapel Hill called the affordability argument an "Achilles heel" for Republicans who promised swift price relief. Senate Democrats, led by Schumer, have vowed to make healthcare and the cost of living the top issue heading into 2026.

As both parties prepare for a contentious midterm cycle, affordability has become a simple, resonant frame that Democrats hope will remain central to voters’ decisions.
