The New York City Council will hold a Committee of the Whole hearing where OpenAI, Google, Anthropic and Meta are set to testify under oath; SpaceXAI was subpoenaed after failing to respond. The New York City Council has scheduled an unusual, full-council hearing on artificial intelligence that will bring top AI companies before all 51 council members. OpenAI, Google, Anthropic and Meta are set to provide sworn testimony, while Elon Musk's SpaceXAI was subpoenaed after failing to respond to the council's request to appear.

Who Was Asked To Testify

Council Speaker Julie Menin contacted five major AI developers in mid-September asking them to participate voluntarily. Meta agreed to send a senior executive; Google and OpenAI initially declined but later agreed to attend; Anthropic signed on as subpoenas were being readied. SpaceXAI did not respond, so the council issued a subpoena on Sept. 28 to compel its appearance, the council said (reported by Interesting Engineering).

The Hearing Format And Purpose

The hearing will take place during the Council's Committee of the Whole, a format that allows every council member to question company representatives directly about how their systems could affect consumers and the city's infrastructure. National experts on AI safety and consumer protection have been invited to testify as well.

Proposed Rules And Oversight Measures

Alongside compelled testimony, the council will consider several measures intended to increase developer accountability, including:

  • A rewards program to incentivize reporting of violations by AI companies;
  • A private right for New Yorkers to sue when harmed by AI-driven agents;
  • Requirements for independent external reviews of certain AI systems before deployment.

Energy, Infrastructure And Local Impact

Lawmakers emphasized a concrete local concern: large AI systems are closely tied to the power grid. While AI can help utilities manage renewable energy more efficiently, the data centers that power advanced AI models consume substantial electricity and water for cooling. That demand can strain local grids and push up utility bills for residents.

Enforcement And Legal Options

Under the New York City Charter, the council has authority to compel testimony in investigations and may issue subpoenas to enforce that authority. The council said it could ask the New York State Supreme Court to enforce the subpoena if SpaceXAI refuses to comply.

"Leading experts and AI executives themselves are warning about the potentially grave risks," Speaker Julie Menin said, urging direct answers as the technology expands.

Broader Context: xAI, Memphis, And Federal Debates

Questions about AI accountability are emerging in other venues. In Memphis, Tennessee, community backlash has followed the development of xAI's Colossus supercomputer: officials and residents have raised concerns about environmental and public-health impacts, litigation has challenged regulatory exemptions, and initial air-quality results near the site prompted further dispute. At the federal level, lawmakers and researchers are also debating AI legislation, with some voices warning that proposed plans could weaken oversight.

The upcoming NYC hearing will be an early test of whether municipal governments can obtain meaningful answers and oversight from fast-growing technology companies as their products scale and their local impacts increase.
