The scandal combines lavish parties, influence-buying and financial schemes that prosecutors say enriched a tiny elite while devastating hundreds of thousands of vulnerable pensioners and public employees.
Parties, Power And Allegations
Police reports leaked to Piauí magazine describe parties at venues such as Madame Satã's nightclub where 120 paid women were allegedly recruited and flown in on private jets. Investigators say Vorcaro preferred foreign women who could not follow Portuguese conversations among VIP guests, and that guests were sometimes asked to surrender phones before entry.
More consequential to investigators was a small circle of roughly 20 male guests at a São Paulo Halloween event: senators, supreme court justices and corporate leaders who, prosecutors allege, offered the banker access and protection that helped mask irregularities at Banco Master.
Bank Growth, Red Flags And Collapse
After acquiring Banco Master in 2019, Vorcaro's ownership coincided with explosive reported growth: assets allegedly rose some 23-fold to nearly £13bn. Despite warnings from auditors and staff, regulators are accused of failing to act. The state-backed deposit insurance fund has paid more than £8bn in compensation since the bank's collapse.
Investigations and court filings also describe a luxury lifestyle: properties, artworks and expensive events. Journalists — notably Consuelo Dieguez of Piauí — were among the first to scrutinise the bank's balance sheet and warn of insolvency.
Political And Judicial Fallout
The probe, known as Operation Compliance Zero, has implicated figures across the political spectrum. The scandal initially hit the Bolsonaro camp hard: Fabiano Zettel, Vorcaro's brother-in-law and alleged off‑books operator, was a major donor to Jair Bolsonaro's 2022 campaign, and reports say Flavio Bolsonaro received funding from Vorcaro for a film project. Phone records later published by the supreme court show personal messages between Flavio and Vorcaro after the scandal broke.
But scrutiny expanded to some allies of President Luiz Inácio Lula da Silva, and to members of Brazil's supreme court. At least three justices have been named in investigations. Documents unsealed by Judge André Mendonça allege an unusually close relationship between Vorcaro and Justice Alexandre de Moraes — including a vague, high‑value contract held by Moraes's wife to represent Banco Master and frequent WhatsApp exchanges between Moraes and Vorcaro. All named officials deny wrongdoing, and several have been suspended or recused while inquiries proceed.
Human Cost: Payroll Loans And Vulnerable Victims
At the scandal's core are allegations that Banco Master exploited payroll‑loan systems and purchased leaked databases of public workers to create unauthorised contracts. Many victims allegedly found loans transferred into new instruments with much higher interest rates and no fixed end date, often without their knowledge.
"I am the anarchy of the system," Vorcaro is quoted as telling his former fiancée in a leaked WhatsApp exchange.
One emblematic case is 65‑year‑old Suzana Rodrigues, who says rogue brokers intercepted her data and fraudulently registered a Banco Master contract that raised her monthly repayments to £150 — more than a sixth of her pension — just as she was diagnosed with severe intestinal cancer. She spent months appealing to authorities before a court injunction halted the deductions.
Broader Concerns And Next Steps
Lawyers and academics warn Banco Master may be only the most visible example of widespread illegal practices in Brazil's financial sector. Legal challenges continue as victims seek relief and investigators trace the alleged flow of funds and favours that tied business, politics and parts of the judiciary together.
Vorcaro remains in custody along with several associates and denies the charges, saying he has been framed by competitors. Whether the inquiry will expose systemic failures in regulation and enforcement remains a central question as Brazil heads to a closely contested election and public trust in institutions falters.
