Macron Hosts Palestinian President Abbas in Paris to Push Full Gaza Ceasefire and Reconstruction Plan

French President Emmanuel Macron will meet Palestinian President Mahmoud Abbas in Paris to press for "full implementation" of the Gaza ceasefire. The talks — a month into a fragile truce brokered with U.S. mediation and other partners — will focus on security, governance and reconstruction and on keeping humanitarian aid flowing into Gaza. Macron is also expected to urge reforms to the Palestinian Authority as part of a longer-term plan for a sovereign Palestinian state living alongside Israel. Reported casualties cited include 1,221 Israeli deaths from the October 2023 attack and more than 69,000 Palestinian deaths since the ensuing military campaign; figures are from different sources and remain contested.

Macron meets Abbas in Paris to press for full ceasefire implementation

French President Emmanuel Macron will host Palestinian President Mahmoud Abbas in Paris on Tuesday to press for the "full implementation" of the Gaza ceasefire agreement, the Elysee Palace said.

The meeting comes a month into a fragile truce between Hamas and Israel and follows nearly two years of open conflict that began after the militant group's October 7, 2023 attack on Israel.

Abbas, 89, who has long led the Palestinian Authority and exercises limited control over parts of the West Bank, is being discussed as a potential authority to help administer Gaza under the terms of the ceasefire.

The French presidency said the two leaders "will discuss the next steps in the peace plan, particularly in the areas of security, governance and reconstruction."

The ceasefire, announced on October 10, was brokered with U.S. mediation and other international partners and has already been strained by new Israeli strikes and reports of incidents involving Israeli forces and Palestinian fighters. An international stabilisation force intended to monitor the truce has been discussed and was described by U.S. officials as expected to deploy "very soon."

During talks, Macron is expected to press for sustained humanitarian access into Gaza and discuss prospective internal changes within the Palestinian Authority. The Elysee said reforming the Palestinian governing body is viewed as a prerequisite for building a "democratic and sovereign Palestinian state, living in peace and security alongside Israel."

Humanitarian and casualty context

French officials and international agencies continue to emphasise the urgent need for humanitarian corridors, reconstruction funding and protections for civilians as reconstruction planning proceeds.

Casualty figures cited in reporting reflect different sources: Israeli authorities say Hamas's October 2023 attack killed 1,221 people in Israel, mostly civilians (an AFP tally based on official Israeli figures). Gaza's health ministry reports that subsequent Israeli military operations have killed more than 69,000 Palestinians, also predominantly civilians. The health ministry's figures — cited as reliable by some United Nations agencies — do not disaggregate combatants from civilians, and casualty counts remain politically contested.

This Paris meeting follows Macron's September recognition of a Palestinian state at a United Nations summit, a move the Palestinian Authority described as "historic and courageous." Officials in Paris will aim to translate diplomatic commitments into practical steps on security, governance and reconstruction while seeking to keep humanitarian aid flowing into Gaza.
