ICE Arrests Two Foreign Nationals Convicted of Crimes Against Children in New Jersey and Texas

ICE has arrested two foreign nationals convicted of crimes against children in separate operations in New Jersey and Texas. Gladys Leticia Bustamente-Rios, a Honduran national who was deported in 1999 and is accused of later reentering the U.S., was taken into custody at her residence. Maria Alejandra Gamarro-Quinonez, a Guatemalan national who overstayed a visitor visa and was later ordered removed, was arrested in Texas after reporting for probation. Both remain detained pending removal.

ICE Arrests Two Foreign Nationals Convicted of Crimes Against Children in New Jersey and Texas

Federal immigration authorities have arrested two foreign nationals previously convicted of crimes against children during separate operations in New Jersey and Texas, the Department of Homeland Security (DHS) said. Both women remain in U.S. Immigration and Customs Enforcement (ICE) custody pending removal proceedings.

Case 1: Gladys Leticia Bustamente-Rios (Honduras)

According to DHS, Bustamente-Rios entered the United States unlawfully in 1997. That same year she was charged with assault and a family-related offense and received a five-year prison sentence. An immigration judge ordered her removal on Aug. 17, 1998, with a lifetime bar on reentry; she was deported on July 30, 1999. Authorities say she later committed the felony of illegally reentering the country. ICE located and arrested Bustamente-Rios at her residence recently, and she remains detained pending removal.

Case 2: Maria Alejandra Gamarro-Quinonez (Guatemala)

DHS says Gamarro-Quinonez initially entered the U.S. legally on a visitor visa but overstayed the authorized period, which expired on April 27, 2007. ICE encountered her on Aug. 14, 2023, after a theft arrest in Sussex County, New Jersey; she posted $2,000 bond and was issued a notice to appear before an immigration judge. A judge in Chelmsford, Massachusetts, later ordered her removed on April 1, 2025.

ICE officials say Gamarro-Quinonez was arrested on Nov. 10 in Graham, Texas, where she had reported for probation following a judge’s decision to defer adjudication in a child endangerment and abandonment matter. She remains in ICE custody pending removal.

"These criminal illegal aliens victimized innocent children, the most vulnerable members of our society," said ICE Director Todd M. Lyons. "ICE is ensuring that these criminals will never do this again. Our mission is about public safety and removing dangerous threats from this country, and we will not rest until our communities are safe from these vicious criminals."

DHS described both arrests as part of an ongoing enforcement effort to identify and remove violent or criminally convicted noncitizens from communities across the country. ICE emphasizes that both individuals were subject to removal orders when they were apprehended. The agency says removal processes will continue while the detainees remain in custody.
