Prosecutors said the seven men were held while investigators probe their "probable involvement in the crime of qualified homicide." Authorities later confirmed the detainees were municipal police officers assigned to the late mayor’s security detail. Images circulated in local media showed a coordinated midday raid by state prosecutors backed by military and federal security forces.

The killing and the immediate aftermath

Mayor Carlos Manzo, 40, was shot dead in broad daylight in front of his family on Nov. 1. The suspected shooter, a 17‑year‑old, was killed at the scene by members of the mayor’s security team. Local and federal investigators have pointed to organised crime as the likely driver behind the attack.

Alleged mastermind and cartel links

Federal authorities also announced the arrest of Jorge Armando "N", known as "El Licenciado," identifying him as one of the alleged masterminds of the assassination. Officials say El Licenciado leads an unnamed criminal cell that local media link to the Jalisco New Generation Cartel.

Political and public response

The assassination — which took place during a public memorial event — provoked national shock and widespread protests. Thousands, many young people, marched in Mexico City to denounce the killing; clashes with police left more than 100 people injured and 19 arrested. The sudden violence has increased pressure on President Claudia Sheinbaum to change her security approach.

Government reaction
