Katie Miller, a MAGA commentator and former White House aide, told Fox News she wants Vice President Kamala Harris to run in 2028, implying a Trump–Harris rematch. Her remarks collide with the 22nd Amendment, which bars anyone from being elected president more than twice — and Donald Trump has already been elected twice. While Trump and some allies have teased legal or legislative paths to permit another bid, constitutional experts say such moves would face steep hurdles.

Katie Miller, a prominent MAGA commentator and former White House staffer married to adviser Stephen Miller, told Fox News on Thursday she is "begging" Vice President Kamala Harris to run for president again in 2028 — framing the prospect of a Trump–Harris rematch as something many conservative viewers would welcome.

“I’m here to beg Kamala Harris to please run again in 2028,” Miller said. “There’s nothing I’d love to see more than the President Trump–Kamala Harris rematch of 2028. I know all of your viewers are equally as excited as me to see that.”

Constitutional Barrier

That suggestion runs directly into the 22nd Amendment to the U.S. Constitution, adopted after Franklin D. Roosevelt’s four-term presidency. The amendment states, "No person shall be elected to the office of the President more than twice." Donald Trump has already been elected president twice, which means a third elected term would face a clear constitutional prohibition.

Reaction And Context

Fox host Sean Hannity did not strongly challenge Miller’s comments, asking whether he should try to contact Harris: “You want me to try and convince her? If you want, I’ll see if she’ll take my call.” Miller’s remarks follow a tweet last month that fed speculation among the MAGA base: “He’s running,” she wrote about a planned Trump speech in Iowa.

Former president Donald Trump has repeatedly teased the idea of seeking another term despite the constitutional limit. “I would love to do it,” he told reporters in October. Observers say it is unclear how serious he is about pursuing a path around the amendment, given his history of provocative statements and political theater.

Ideas From Allies

Still, some allies and conservative figures have floated legal or legislative strategies to clear the way for another Trump campaign. Former White House strategist Steve Bannon has said, “Trump is going to be president in ’28,” promising a plan to be revealed later. Florida state representative Randy Fine has called for Congress to repeal relevant statutes, while Tennessee congressman Andy Ogles has proposed amending the Constitution to permit Trump — and only Trump — to run again.

Legal scholars note that any attempt to circumvent the 22nd Amendment would face serious constitutional and political hurdles, including the need for broad congressional and state-level cooperation to change the amendment itself.
