Wisconsin Man Pleads Guilty After Paying Woman in Philippines to Film Abuse of 13-Year-Old

Bradley D. Hounsell, 44, pleaded guilty on Jan. 30 in federal court in Wisconsin to a single count of coercing and enticing a minor to engage in unlawful sexual conduct, according to a plea agreement and court records.
Investigators say Hounsell used his social media account in November 2023 to communicate with an individual in the Philippines about producing and sending material that depicted the sexual abuse of children. Beginning on Nov. 4, 2023, he allegedly requested sexualized photos and a video of a 13-year-old and asked about the child’s sexual preferences.
After receiving photos, Hounsell transferred money to the contact to pay for the requested video. The plea agreement states the contact told Hounsell she was making the recording and then sent a video that, according to investigators, depicts her touching and sexually assaulting the 13-year-old.
Law enforcement later recovered the video from both Hounsell’s phone and the social media account used by the contact in the Philippines. That evidence led to federal charges filed in the U.S. District Court for the Eastern District of Wisconsin. A subsequent review of Hounsell’s online communications reportedly found repeated requests for sexualized images of minors.
Court Status: Hounsell is scheduled to be sentenced on May 14 at 1:30 p.m. in federal court. The plea agreement and related court records are the source of the allegations; sentencing has not yet occurred.
