U.S. Immigration and Customs Enforcement (ICE) arrested a man after video shows him allegedly using his vehicle to strike two ICE vehicles and narrowly miss an agent during an attempted arrest in San Antonio, Texas.
The Department of Homeland Security (DHS) identified the suspect as Cuban national Robyn Argote Brooks. According to DHS, the incident occurred during a targeted vehicle stop in a parking lot. Surveillance footage shows Brooks boxed in by ICE vehicles; he then reversed suddenly, narrowly missing an agent before colliding with a federal SUV. After failing to drive past that vehicle, he accelerated into another ICE sedan in front of him and continued to push forward as agents tried to block his escape.
Video shows an agent break a window and pull Brooks from the vehicle to complete the arrest. DHS said one officer was injured and later sought medical attention for neck injuries. Brooks is in ICE custody; charges were not detailed in the agency release.
Agency Comments and Statistics
Assistant DHS Secretary Tricia McLaughlin praised the response to the arrest and said, "We are praying for him, his health and his family," referring to the injured officer. McLaughlin blamed pro‑sanctuary politicians for creating an environment she said encourages evasion and can incite violence against law enforcement.
"They have created an environment that incites violence against our law enforcement," McLaughlin said, adding that agents are also confronting a "more than 1,300% increase in assaults against them."
Acting ICE Director Todd Lyons said agents face "constant impediments" and "constant attacks" that endanger officers and the public. Lyons called the incident an example of a suspect "using their car as a weapon."
DHS provided figures saying ICE officers experienced 66 "vehicular attacks" between Jan. 21, 2025, and Jan. 7, 2026, compared with two during the same period the previous year — a change the agency described as a 3,200% increase.
Entry to the U.S.
According to DHS, Brooks entered the United States in 2024 using the CBP One app. The agency said the app "allowed over a million unvetted aliens into the country," a characterization attributed to DHS in its statement.
Context
The arrest comes amid heightened tensions around immigration enforcement and public demonstrations aimed at ICE operations. Officials warned that obstruction or encouragement to impede enforcement can lead to dangerous confrontations.
"Every day, this is what the men and women of ICE are facing," Lyons said. "It's constant impediments, constant attacks like this. And it's not safe for my folks, it's not safe for the public. It really needs to stop."
