U.S. Says 'Tremendous' Progress Toward Ukraine Peace Deal, but Sensitive Details Remain

White House press secretary Karoline Leavitt said Tuesday that the United States has made "tremendous progress" by bringing representatives from Ukraine and Russia to the negotiating table, but that a few sensitive details still need to be resolved before a final peace agreement can be reached.

"Over the past week, the United States has made tremendous progress towards a peace deal by bringing both Ukraine and Russia to the table," Leavitt wrote on the social platform X. "There are a few delicate, but not insurmountable, details that must be sorted out and will require further talks between Ukraine, Russia, and the United States."

Leavitt's remarks followed comments from Rustem Umerov, secretary of Ukraine's National Security and Defense Council, who said Ukrainian officials had agreed on the "core terms" of a peace agreement aimed at ending the conflict that began with the February 2022 invasion.

In recent days, U.S. and Ukrainian officials have discussed a 28-point peace proposal advanced by President Trump. The plan has drawn bipartisan criticism from some who say it favors Russia; U.S. officials emphasize the proposal is not a finalized deal and that further negotiation is needed to address outstanding concerns.

U.S. Army Secretary Daniel Driscoll also met with Russian officials in the United Arab Emirates late Monday and again on Tuesday as part of diplomatic efforts surrounding the talks.

Leavitt told reporters there are currently no plans for Ukrainian President Volodymyr Zelensky to visit the White House. President Trump is scheduled to depart Tuesday evening to spend the Thanksgiving holiday in Florida.

Officials from the three countries are expected to continue discussions to resolve the remaining "delicate" issues. Observers say the process will likely require additional rounds of negotiation and diplomatic engagement before any agreement can be finalized and implemented.
