According to the account, Mills joined a group of private citizens trying to assist Americans who remained in Afghanistan after U.S. forces withdrew and the Taliban advanced. The group was delayed in Tbilisi, and members say the discovery in the lodging hallway alarmed them given the sensitivity of the mission. Those sources say the group then decided to "part ways" with Mills, who continued to Afghanistan separately.

While in Afghanistan, Mills is reported to have helped evacuate an American woman and her three children. He later criticized the State Department in media interviews, accusing the Biden administration of taking credit for rescue efforts.

Mills, 45, has co-founded several security and defense contracting companies. Over the past year he has faced multiple allegations and inquiries: former soldiers have accused him of stolen valor; the House Ethics Committee is examining his business dealings and financial disclosures; a landlord reportedly sought his eviction over roughly $85,000 in unpaid rent; and he has been linked to two separate allegations by women.

In February, a woman identified as Sarah Raviani publicly accused Mills of assault at his Washington, D.C., apartment; a warrant was reported but Raviani later recanted and no arrest was made. In September, Lindsey Langston — who holds the Miss United States title and serves as a Florida GOP state committeewoman — filed for a restraining order against Mills, alleging harassment, threats and attempts to distribute explicit material. A Florida judge subsequently issued a protective order requiring Mills to stay away from Langston, stating the judge found Mills' testimony unreliable.

Langston told the court the threats from Mills 'intensified over time' and included 'emotional manipulation,' threats of 'physical violence against whoever I date in the future,' and threats to release nude images and sexually explicit videos that could jeopardize her pageant standing.

There is growing momentum in the House for a censure resolution tied to the allegations of domestic violence and stolen valor, with reports that some Republicans are supporting the move. Mills' office did not respond to requests for comment about the new account of the Tbilisi incident, and he has not publicly addressed this specific report, though he has denied other allegations in recent months.
