An upstate New York woman and her boyfriend have been indicted on murder and related charges after authorities say her 33-year-old, developmentally disabled son was found dead, emaciated and restrained in his Rochester apartment.
Discovery And Arrests
Police say first responders discovered Timothy Green, 33, naked and lying on the living room floor of an apartment on St. Paul and Andrews streets at about 11 a.m. on Feb. 17. Rochester Police Captain Frank Umbrino told reporters that Green had widespread bruising, visible restraint marks on his wrists and ankles, and signs of severe malnourishment. He was pronounced dead at the scene.
Authorities arrested Andrea Livers, 58, and her boyfriend, Lancysa Harris, 42, on Sept. 15 after a sealed indictment. When the indictment was unsealed the following day, both were formally charged with second-degree murder, kidnapping and endangering the welfare of an incompetent or physically disabled person. Officials say the alleged abuse occurred between Jan. 19, 2026, and Feb. 17, 2026.
Evidence And Investigation
Investigators executing a search warrant reported finding handcuffs, barbells, loose weights and an unusually large amount of cleaning supplies. Officers noted an absence of clothing, bedding and personal items belonging to Green even though he lived in the unit.
Detectives reviewed surveillance footage covering the 45 days before Green’s death and, according to police, never observed him leaving the apartment; the only people seen coming and going were his mother and the man described by police as a stepfather figure. Officials also allege that Harris was named the designated payee for Green’s Social Security and SNAP benefits and that the couple used those benefits for themselves rather than to care for him.
Background And Autopsy
Born in Tuscaloosa, Alabama, Green had been diagnosed with developmental disabilities and required help with complex daily tasks. Police say he had been living with his father and was doing well until his father’s death in 2023, after which Green moved to Rochester to reconnect with his biological mother, who had lost custody of him as a child amid prior allegations.
An autopsy released in July 2026 listed the manner of death as homicide and the cause as severe dehydration and failure to thrive in a probable setting of restraint. Police say they later recovered corroborating evidence from a cell phone.
Next Steps
Livers and Harris are scheduled to appear in court on Sept. 23. It was not immediately clear whether either defendant had retained an attorney who could comment. Police emphasize these are allegations; those charged are presumed innocent until proven guilty in court.
