Special envoy Steve Witkoff said Sunday that recent talks in Florida involving U.S. envoys, Ukrainian delegates and senior European security advisers were "productive and constructive" as negotiators work to end the war between Russia and Ukraine.
Over three days in Florida, Witkoff said he met with a Ukrainian delegation alongside President Trump's son-in-law Jared Kushner and White House senior adviser Josh Gruenbaum. He added that key European national security advisers also joined the meetings, which addressed ceasefire terms, security guarantees and Ukraine's economic recovery.

Witkoff said participants discussed Ukraine's 20-point framework, proposed security guarantees for Ukraine and Europe, and an economic recovery plan intended to underpin long-term stability and prosperity. He emphasized that "peace must be not only a cessation of hostilities, but also a dignified foundation for a stable future."
"Ukraine remains fully committed to achieving a just and sustainable peace," Witkoff said on the social platform X.
The talks come after the U.S. presented a 28-point plan last month and Ukraine replied with a 20-point framework earlier this month. Negotiations have accelerated in recent weeks as outside mediators seek a diplomatic path to halt the fighting that began in February 2022.
Zelensky's Response And Security Concerns
Ukrainian President Volodymyr Zelensky posted on X that the Florida meetings "were constructive" but warned that the burden to end the war lies with Russia. Zelensky said Russia launched roughly 1,300 attack drones, nearly 1,200 guided aerial bombs and nine missiles against Ukraine over the past week, and he cautioned that any ceasefire must be backed by concrete actions, not rhetoric.
"Much depends on whether Russia feels the need to end the war for real — it must not be a rhetorical or political game on Russia's part," Zelensky wrote, noting continued assaults along the front line and strikes on Ukrainian infrastructure.
Witkoff also reported productive conversations earlier in the week with Russian envoy Kirill Dmitriev. Dmitriev told reporters the discussions were "proceeding constructively" and were expected to continue into Monday.
As talks proceed, negotiators say priorities remain stopping the killing, securing guarantees for Ukraine and Europe, and creating the conditions for Ukraine's recovery and long-term stability.
