At first glance this looks like a routine personnel move. Look closer and it reads as a political alarm bell. Herman didn’t just manage a campaign; he designed and executed the strategy that delivered Bass’s upset victory over Rick Caruso despite a striking 11-to-1 spending disadvantage. Replacing the architect of that win suggests the campaign’s old playbook is no longer producing the desired results.

From Promise To Performance

When Bass ran in 2022, her argument centered on promise: tackle homelessness, improve public safety and restore competence to City Hall. Today she is asking voters to endorse four years of governance — a far harder case to make when many Angelenos judge the results harshly.

Key issues persist across the city: visible homelessness, neighborhood safety concerns, questions about emergency preparedness after recent wildfires (which drew scrutiny when Bass was abroad), and ongoing worries about basic city services and public confidence in municipal leadership. These are governing failures voters see in daily life, not merely messaging problems.

What The New Hire Signals

Julie Chávez Rodríguez brings deep ties to national Democratic politics, including roles in the Obama and Biden administrations and senior positions on recent presidential campaigns. But her most recent high-profile assignments — work on national reelection planning and managing Kamala Harris’s presidential bid — are associated with campaigns that failed to overcome weak records they were defending.

By turning to a figure from the national Democratic establishment instead of a fresh, locally rooted tactician, Bass’s team appears to be betting that improved messaging, fundraising, and turnout operations can overcome voter dissatisfaction with the mayor’s record. That calculation — common among California Democrats when things go wrong — treats setbacks as communication challenges rather than as signals to revisit policy.

Political reality: Consultants can sharpen ads and boost turnout, but they cannot immediately clear encampments, make neighborhoods safer overnight, or magically restore public trust in the performance of city government.

A Tougher Race Than Expected

City Councilwoman Nithya Raman, once considered an ally, has mounted an insurgent bid that has forced a sitting mayor into a runoff — an outcome Los Angeles has not seen in more than two decades. What looked like a relatively secure incumbency has turned into a referendum on Bass’s four-year record.

Changing managers is within any candidate’s rights. But replacing the strategist who won you the job and bringing in a national political operator sends a clear message: the campaign believes the problem is how Bass’s record is sold, not the record itself. Convincing voters to endorse a contentious record is a very different and more difficult task than selling the promise of change.
