Mother of Four, 54, Killed Near Home After Alleged Drunk Driver Strikes Her Electric Scooter in NYC

Blancamir Arias-Miranda, 54, died after a 2009 Honda Civic collided with her 2021 Hiboy electric scooter in a bike lane near Crescent Street and 30th Drive on Jan. 4. She was taken to NYC Health + Hospitals/Elmhurst in critical condition and pronounced dead on Jan. 6. The driver, 29-year-old Ryan Rampersaud, remained at the scene and faces charges including Vehicular Assault and Driving While Intoxicated. A family GoFundMe has raised just over $48,000 toward a $100,000 goal as of Jan. 14 while the NYPD continues its investigation.

Blancamir Arias-Miranda, a 54-year-old mother and grandmother, died after an alleged drunk driver struck her electric stand-up scooter just blocks from her Queens home, the New York City Police Department said.

Police responded to a 9-1-1 call at approximately 1:45 a.m. on Jan. 4 for a motor vehicle collision near Crescent Street and 30th Drive. According to the NYPD, a 2009 Honda Civic collided with a 2021 Hiboy electric stand-up scooter that Arias-Miranda was riding in the bike lane. She was reportedly ejected onto the roadway.

Medical Response and Death

Emergency medical personnel transported Arias-Miranda to NYC Health + Hospitals/Elmhurst in stable but critical condition. She succumbed to her injuries and was pronounced deceased on Jan. 6, police said.

Charges and Suspect

The driver of the Honda, 29-year-old Ryan Rampersaud, remained at the scene and was not injured. Rampersaud has been charged with Vehicular Assault, Driving While Ability Impaired, Driving While Intoxicated, and Refusal to Take a Breathalyzer Test, according to the NYPD.

Family, Fundraiser and Memorial

A GoFundMe set up for Arias-Miranda’s family describes her as a devoted wife, mother of four and a proud grandmother whose greatest joy was caring for her loved ones. The fundraiser — which uses the name "Blanca" in the family message — had raised just over $48,000 toward a $100,000 goal as of the evening of Jan. 14. Proceeds are intended to cover funeral and memorial expenses, household bills and legal costs as the family seeks justice.

“Shortly after the New Year, in the early hours of the morning, Blanca was heading back home when her life was senselessly cut short,” the fundraiser reads. “After days in the ICU, we were notified that our mother was no longer in her body.”

Investigation

The NYPD Highway District's Collision Investigation Squad is handling the ongoing investigation into the collision, police said.
