Delissa Monique Williams, 38, was arrested on Dec. 18 and charged with felony endangering a child. Court documents say children in her care were found living amid dog feces and without electricity, and at least one infant was reportedly denied food and medical care, leaving the baby malnourished. Williams lived in a north Houston apartment near I‑45 and was reportedly unemployed; her bond was set at $35,000. The case remains under investigation.

Delissa Monique Williams, 38, was arrested on Dec. 18 and booked on a felony charge of endangering a child after authorities say children in her care were discovered living in hazardous conditions.

According to court documents obtained by Click2Houston and reporting by People, the children were allegedly found living in an apartment in north Houston in unsanitary conditions, including areas contaminated with dog feces and a lack of electricity. The records do not specify whether the children were Williams' biological children.

Police filings further allege that Williams refused to provide food to at least one infant and failed to take the child to a health care provider when the infant was in danger, leaving the baby malnourished. Those details are described in the affidavit and related court paperwork cited by local media.

Williams reportedly lived in an apartment just off Interstate 45 in north Houston, though news reports did not confirm whether that address was the location where the conditions were documented. Financial records tied to the arrest indicate she was unemployed at the time; her last listed employer appeared to be a Professional Limited Liability Company (PLLC) associated with a nurse practitioner group.

The Harris County Sheriff’s Office and Harris County Prosecutor’s Office did not immediately respond to requests for comment. Williams' bond was set at $35,000, and the case remains under local investigation as prosecutors determine whether additional charges or victims are involved.
