Vallejo High Safety Supervisor Arrested After Allegedly Seizing Student’s Phone And Soliciting Sex

Reuben Carter Freeman, 36, a site safety supervisor at Vallejo High School, was arrested Dec. 16 after officers say he seized a student’s phone and demanded sexual acts in exchange for its return. Police responded to the campus at about 3:04 p.m., located Freeman nearby and detained him without incident. Investigators allege he held the student in a classroom and returned the phone only after some demands were met. Freeman was booked into Solano County Jail on charges including soliciting lewd acts in public, false imprisonment and robbery.

Reuben Carter Freeman, 36, a site safety supervisor at Vallejo High School in Vallejo, California, was arrested on Tuesday, Dec. 16, after police say he took a student’s phone and demanded sexual acts in exchange for returning it.

Vallejo Police Department officers responded to the campus at about 3:04 p.m. local time after school staff identified Freeman as the person responsible, according to a VPD press release. Staff reported that Freeman left the campus after learning police had been notified; officers later located and detained him nearby without incident.

During the investigation, officers concluded that Freeman forcefully took a student’s phone and told her he would not return it unless she complied with his demands. Investigators say Freeman also prevented the student from leaving a classroom and held her against her will while retaining possession of the device. Authorities allege the phone was returned and the student was allowed to leave only after she acquiesced to some of his demands.

"Protecting students is a core responsibility of this department," Vallejo Chief of Police Jason Ta said in a statement. "When we receive information about concerning behavior on a school campus, our officers respond quickly and decisively. We will hold individuals accountable and continue to work closely with school officials to ensure campuses remain safe environments for students and staff."

Freeman was booked into the Solano County Jail on multiple charges, including soliciting lewd acts in public, false imprisonment, and robbery, the Vallejo Police Department said. PEOPLE has reached out to VPD and Vallejo High School for comment.
