Florida Man Arrested at Chipotle After Trying to Meet a '15-Year-Old'; Blames Custody Stress

Delray Beach police arrested 52-year-old Jeffrey Alan Mark on Sept. 19 after he went to a Chipotle to meet someone he believed was a 15-year-old who had messaged him for three days. Police say the account belonged to Vitaly Streamers, a group that runs sting operations, and that Mark admitted knowing the person was underage. Investigators allege he used both personal and business phones tied to Sexy Beans Coffee to send nude photos and sexually explicit texts. He now faces multiple felony charges that carry significant prison time if convicted.

On Sept. 19, Delray Beach police arrested 52-year-old Jeffrey Alan Mark after he arrived at a local Chipotle intending to meet someone he believed was a 15-year-old girl. Officers say Mark had exchanged messages with the account for three days before the meeting.

Investigators allege the account was operated by Vitaly Streamers, a group that runs sting operations to expose alleged predators. According to police, the person posing as the teen told Mark multiple times that she was 15 years old.

When officers confronted Mark at the restaurant they searched his pockets and confiscated his phone. Police say Mark initially told officers he had made a "big mistake" and was worried about losing his job. After being detained and interviewed, detectives say Mark admitted he knew the person was 15 and described plans to meet the minor and bring her to his home the following day for a sexual encounter.

Authorities allege Mark used both his personal phone and a business phone tied to his coffee brand, Sexy Beans Coffee, to exchange messages. Investigators also say he sent nude photographs, sexually explicit texts, and asked intimate questions of the account he believed belonged to a 15-year-old.

Charges and Potential Penalties

Jeffrey Alan Mark faces multiple felony counts, including:

- Traveling to Meet a Minor for an Unlawful Sex Act
- Using a Communications Device to Facilitate a Felony
- Transmitting Material Harmful to Minors

If convicted of traveling to meet a minor for an unlawful sex act, Mark faces a mandatory minimum prison term of 21 months and up to 15 years in prison. That conviction could also include up to 15 years of probation and fines totaling $10,000. Convictions for transmitting material harmful to minors or using a communications device to commit a felony each carry potential sentences of up to five years.

Broader Context

Police and child-protection advocates note that technology-facilitated sexual exploitation is widespread. A report from Childlight estimates that more than 300 million children worldwide are victims each year of technology-facilitated sexual exploitation and abuse, which can include non-consensual sexting, sexual requests, and explicit questioning by adults or other minors.

"The world needs to know these atrocities are affecting children in every classroom, in every school, in every country," said Debi Fry, who led the study. "The abuse continues with every view and the failure of taking down this abusive content."

Mark has been formally charged and is presumed innocent until proven guilty in a court of law.
