Kings Court Care Home in Holt, Norfolk — a 66-bed residential and nursing home that advertises "elegant luxury living" and charges from £1,400 a week — has been rated "inadequate" by the Care Quality Commission (CQC) following its first inspection in July. The home, which opened in January 2026, has been placed in special measures while regulators monitor improvements.
Inspection Findings
Inspectors raised serious concerns about leadership, the service's heavy reliance on agency staff and inconsistencies in the care provided. Although frontline staff were frequently described as "kind and caring," low staffing levels were found to be reducing standards of care. The report noted that residents sometimes had to wait extended periods for personal support, including help with toileting; on one occasion an eight-minute delay was observed between a resident calling for assistance and staff attending to them.
"Despite relatives raising concerns about staffing levels and people's quality of care, they felt little had changed. Staff also described challenges in raising concerns and seeing positive change," said Hazel Roberts, the CQC's deputy director of adult social care for the East of England.
Operator Response
Kingsley Healthcare Group (KHG), the operator of Kings Court, acknowledged the findings. KHG said staffing changes have been made, a new home manager has been appointed and reliance on agency staff has been reduced. Shane Collier, KHG's operations director for the east, said the provider "recognises the seriousness of the findings" and is focused on embedding improvements so they are reflected in residents' everyday experiences.
What Happens Next
The CQC has placed the home in special measures and will closely monitor progress. The regulator has powers to cancel a provider's registration and, if necessary, prevent it from operating until standards are met. Age UK estimates the average weekly cost of a care home in the UK at around £1,100, although fees vary by location and the level of care required.
