Defense Minister Israel Katz pledged to lead a decade-long effort to strengthen security and increase Jewish settlement across the Galilee during an emergency conference hosted by the Forum for Judaizing the Galilee on August 2, 2026.
Conference Aims and Leadership
The session, hosted by Karmiel Mayor Moshe Koninsky and convened at the request of Forum chair Dr. Ruth Cabasa Abramson, brought together officials and stakeholders to draft a 10-year strategic plan. Organizers framed the effort as both a demographic initiative and a national-security priority.
"The Galilee is not only a national objective - it is a security objective. Strong Jewish settlement in the Galilee is an inseparable part of the resilience and security of the State of Israel," Katz said at the meeting, promising to mobilize the defense establishment to support the plan.
Four Pillars Of The Proposed Plan
The forum outlined four core areas for action:

- Demographics: Support urban and community settlements that preserve a Jewish character and aim to promote a population balance the forum said would serve equality and social cohesion.
- Land Policy: Free up land for potential settlement through campaigns against illegal construction, expanded mandates and budgets for construction authorities, and a reexamination of planning in Arab localities based on updated data.
- Quality of Life and Economy: Invest in transport infrastructure and incentives to attract employers—including high-tech—to create jobs and make the Galilee more attractive to families and professionals.
- Law Enforcement: Reduce crime through targeted measures such as campaigns against illegal firearms, intensified actions on organized crime, dedicated courts, more investigators, and stronger deterrence.
Implementation And Oversight
To ensure long-term implementation, the forum recommended establishing a dedicated coordinating body within the Prime Minister's Office and securing guaranteed funding for the full ten-year horizon.
Dr. Abramson warned that the region's situation had "reached a point of no return," calling the convening an emergency and urging a comprehensive, multi-dimensional approach to avoid what she described as potential irreversible damage.
Katz reiterated the government's commitment: "We will strengthen Jewish settlement, invest in infrastructure, and reinforce security. Our victory will truly be complete when the Galilee prospers, flourishes, and is filled with families, communities, and growth."
The forum's proposals set out a mix of demographic, regulatory, economic and security measures; next steps will depend on political approval, budget allocation and coordination between civil and security authorities.
