Barcelona Doubling Cruise Passenger Tax to Deter Day-Trip Visitors and Ease Overtourism

Barcelona will double the tourist tax for short-stay cruise passengers from €4 to €8 per person per day to discourage day-trip visitors and ease overcrowding. Mayor Jaume Collboni wants cruise visits limited to ships that begin or end in the city, and the measure will take effect in the coming months. The change complements earlier steps to reduce cruise terminals and tighter rules on vacation rentals and hotel levies. Tourism still represents about 14% of Barcelona's GDP and supports over 150,000 jobs.

Barcelona will raise the tourist tax for short-stay cruise passengers from €4 to €8 per person per day, a 100% increase that city leaders say is intended to curb overcrowding from day-trippers and improve residents' quality of life.

Mayor Jaume Collboni announced the acceleration of the planned increase, saying the higher fee will take effect in the coming months rather than being phased in over several years. He has also expressed a broader aim of reducing cruise visits to zero unless Barcelona is the ship's origin or final destination.

“Tourism must serve the city, not the other way around. We want quality tourism… What we don't want is tourist overcrowding,” Collboni told El Pais.

Data from the Port of Barcelona show more than 3.5 million travellers embarked or disembarked from cruise ships in the city during 2023. The tax hike accompanies other measures: a recent agreement between the city council and the port removed two of Barcelona's seven cruise terminals to reduce ship traffic.

Local resistance to massive visitor numbers has been visible. In summer 2024 residents stepped up protests against overtourism — a small group even made headlines for spraying tourists with water guns — underscoring tensions between visitors and communities.

The move is part of wider policy changes affecting visitors. Earlier in 2025 the regional Parliament of Catalonia approved doubling the tourist tax on vacation rentals to a maximum of €12.50 per night (up from €6.25), and Barcelona plans to ban all short-term rentals by 2028. Hotel tourist fees will also rise, with maximum levies increasing to €10–€15 per night from previous bands of €5–€7.50.

Tourism remains a major part of Barcelona's economy: the city council estimates tourism accounts for roughly 14% of Barcelona's GDP and supports more than 150,000 jobs. City officials say the goal is not to eliminate tourism but to prioritize "quality" and business visitors while reducing disruptive day trips.
