An anonymous 12-page letter mailed to the Sonoma County Republican Party urged violent attacks on ICE agents and reportedly included step-by-step instructions for a chemical IED. The document referenced the recent killing of Renee Nicole Good and denounced ICE as conducting an "invasion-style" campaign against civilians. Sonoma County GOP turned the package over to local law enforcement; federal agencies have also reported a spike in threats and assaults against ICE personnel. Authorities are investigating the threat.

An anonymous 12-page letter addressed to the Sonoma County Republican Party urged violent attacks on U.S. Immigration and Customs Enforcement (ICE) personnel and reportedly included detailed instructions for constructing a chemical improvised explosive device (IED). The document, titled "A Real American Response to Foreign Terrorist Invasions," arrived in Northern California with no return address and no direct reference to Sonoma County, the local GOP said.

The lengthy missive mocked ICE agents for what it described as "living out their 'Call of Duty' fantasy army roles," and it compared the effort to the January 6, 2021, Washington, D.C., insurgents, calling the package a "private 'patriotic effort.'" The opening passages referenced the recent shooting death of Renee Nicole Good in Minneapolis, which the Department of Homeland Security has said occurred after an ICE agent fired when the agent alleged Good attempted to ram an officer with a vehicle.

Threats and Tactics

The letter declared that "no one is safe now" and described ICE as conducting an "invasion-style war" against civilians. It urged violence against ICE personnel and their supporters, listing tactics such as vehicle attacks, sniper ambushes, IEDs and the use of toxic chemicals. Pages two and three are reported to contain step-by-step instructions for constructing a chemical IED; the text of this article does not reproduce or summarize those operational details.

The package also contained photographs of ICE agents at work and an accompanying note describing a proposed shrapnel device in graphic terms. The author named a number of public figures in the letter, including Gov. Kristi Noem, former Trump adviser Stephen Miller and Rep. Ilhan Omar (D-Minn.), mixing political denunciation with operational language.

Response And Investigation

The Sonoma County Republican Party reported the envelope and its contents to the Sonoma County Sheriff's Department, which had not provided a comment to reporters at the time of publication. Law enforcement agencies typically treat anonymous threats that include operational instructions as serious matters requiring investigation.

Context

Separately, the Department of Homeland Security has warned of a recent sharp rise in threats and assaults against ICE personnel, reporting approximately a 1,300% increase in assaults and roughly an 8,000% rise in death threats directed at agents in a recent period. Officials say those trends have heightened concern about retaliation and attacks against immigration enforcement staff.

This report summarizes the contents of the letter as described by the Sonoma County GOP and media accounts; it does not replicate or provide the specific bomb-making instructions alleged to be contained in the original document. Authorities have been notified and an investigation is expected.
