Two people were arrested outside the Whipple Building in Minneapolis after federal officials said they assaulted officers and ignored orders to stay out of traffic during a roughly 200-person protest. ICE posted video and warnings on X, and said there were additional arrests tied to recent demonstrations. The protests were sparked by the fatal shooting of Renee Nicole Good by an ICE agent, a case that has drawn calls for prosecution while some federal officials defended the agent’s actions.

Two people were arrested Sunday in Minneapolis after federal officials said they assaulted officers and repeatedly ignored orders to stay out of traffic during a protest outside the Whipple Building, which houses U.S. Immigration and Customs Enforcement (ICE) and other federal agencies.

Roughly 200 people gathered outside the federal compound as law enforcement secured the site. ICE posted video and a warning on X, saying it had detained "two agitators" who assaulted officers and refused repeated orders to remain out of traffic.

Background And Ongoing Tensions

The demonstrations were sparked by the recent fatal shooting of Renee Nicole Good, a U.S. citizen who was shot by ICE agent Jonathan Ross. According to reports, the agent fired into the driver’s windshield and open window; witnesses say the agent then shouted an expletive as the car struck a parked vehicle. The shooting prompted vigorous calls from Democrats and many local residents for criminal prosecution, while the Trump administration and several Republican lawmakers have defended the agent’s actions as justified.

About a week after Good’s death, another federal enforcement action resulted in an ICE agent shooting a person in the leg during an attempted arrest. The Department of Homeland Security said the officer fired because he feared for his safety after the person resisted and "violently assaulted the officer."

Local Response

Grassroots groups and the Minnesota Faculty Union have increased pressure on ICE operations in the city, urging measures such as an "economic blackout" to protest the agency's presence. Minnesota Governor Tim Walz and Minneapolis Mayor Jacob Frey have repeatedly called for ICE to leave Minneapolis; Mayor Frey has criticized ICE conduct and said some local shootings this year involved ICE officers.

ICE said there were several other arrests linked to demonstrations in the prior week. The arrests outside the Whipple Building are one element of a continuing and heated dispute over ICE’s presence and tactics in Minneapolis.
