New Winter 2025 AI Safety Index Highlights Widespread Safety Shortfalls

A recent Winter 2025 AI Safety Index, reported by NBC News, evaluated eight leading artificial intelligence companies across 35 indicators and concluded that many firms are rapidly deploying more powerful systems while leaving critical oversight and safety protections incomplete.

Key Findings

The index examined areas including risk-assessment procedures, information-sharing practices, governance arrangements and support for safety research. Evaluators documented inconsistent or missing protocols across the industry and identified two distinct clusters of companies: a small group with stronger safety commitments and a larger set with weaker safeguards.

Grades: Anthropic received the highest grade (C+), followed by OpenAI and Google DeepMind. Five companies — xAI, Meta, Z.ai, Alibaba Cloud and DeepSeek — each received a D-. Eight independent experts, including MIT’s Dylan Hadfield-Menell and Professor Yi Zeng of the Chinese Academy of Sciences, reviewed and scored each company’s responses.

“I don’t think companies are prepared for the existential risk of the superintelligent systems that they are about to create,” said project investigator Sabina Nong, summarizing concerns about the pace of capability development without adequate safeguards.

Broader Risks

The report flags multiple risk areas beyond long-term catastrophic scenarios. It cautions that poorly governed systems can increase risks in cybersecurity, biological research, surveillance and environmental harm. The assessment cited concerns such as corporate contributions to ecological disruption and the potential for AI-enabled surveillance or poaching where safeguards are lacking. A coalition of Amazon employees has publicly raised worries about AI’s environmental footprint and surveillance uses.

Max Tegmark, president of the organization behind the index, highlighted the regulatory gap: “There are far fewer rules for developing advanced AI than there are for simple consumer products,” he told NBC News, likening current AI oversight to food-safety regulation.

Recommendations

The index urges AI companies to adopt independent safety evaluations and to publish detailed, transparent safety frameworks. It cites regulatory progress in California, which now requires companies releasing advanced models in the state to document internal testing processes — a measure the report says could help curb misuse in areas such as hacking and hazardous biological applications.

The authors also encourage workers at AI firms to advocate for stronger internal policies, noting that employee pressure can influence corporate practices and improve safety outcomes.

The findings show an industry moving quickly toward more capable systems while safety practices lag in many organizations. The report calls for stronger public frameworks, independent review, and corporate transparency to reduce near-term harms and to better prepare for longer-term risks tied to advanced AI capabilities.
