Becerra Holds Large Poll Lead as Hilton Seeks Breakthrough in CNN Debate

The CNN debate Wednesday pits Democrat Xavier Becerra against Republican Steve Hilton in the California governor's race, with Becerra holding a consistent double-digit lead in recent polls. Affordability and cost-of-living issues top voter concerns, while taxes, housing, AI regulation and support for the entertainment industry are expected to be central debate topics. Democrat Xavier Becerra and Republican Steve Hilton meet Wednesday evening for a nationally televised CNN debate as they vie to replace term-limited California Governor Gavin Newsom. The showdown gives both candidates a prime platform to present competing solutions on affordability, taxes, housing, artificial intelligence and the future of the entertainment industry as mail ballots begin to arrive across the state.

Where the Race Stands

Recent statewide polls show Becerra with a consistent double-digit advantage. A Public Policy Institute of California (PPIC) survey conducted Sept. 4–10 put Becerra ahead 60% to 38% among likely voters, while a Berkeley Institute of Governmental Studies poll (Sept. 15–20) showed a 58%–33% margin. Polling has varied by survey, but most recent results give Becerra a substantial lead heading into the debate.

Debate Details

The debate airs at 9 p.m. ET / 6 p.m. PT from CNN’s Los Angeles-area studios and will be moderated by Jake Tapper and Dana Bash. With Election Day on Nov. 3 and mail ballots arriving now, both campaigns are racing to clarify their messages to voters in the campaign’s final weeks.

Main Issues: Affordability and Taxes

Affordability is expected to be a top focus. The PPIC found 65% of likely voters rate candidates’ positions on the cost of living as very important. Hilton, 57, has built his campaign around lowering day-to-day costs: he proposes driving gasoline prices below $3 per gallon, cutting utility bills and accelerating construction of starter homes. He also proposes eliminating state income taxes on the first $150,000 of income for Californians, saying the cuts could be financed by trimming projects such as high-speed rail and reducing some state spending.

Becerra, 68, offers a different approach centered on targeted relief and expanded services. His "Power Hour" plan would let low-income households use up to two hours of free electricity from excess solar generation. He has also proposed declaring a state of emergency to freeze utility and insurance rates and emphasized expanding health-care access, including steps toward broader coverage.

Policy Contrast: Insider vs. Outsider

The contest frames a classic contrast: Becerra emphasizes experience and a record in government — including service as California attorney general and as U.S. secretary of Health and Human Services — while Hilton casts himself as an outsider challenging Sacramento’s Democratic leadership. Hilton has tried to argue the race should be a referendum on state governance rather than national partisan politics.

AI, Entertainment and Regulation

Artificial intelligence is likely to produce friction onstage. Becerra proposes deploying AI to improve permitting and benefits delivery and supports a national framework for AI safety regulations. Hilton warns of the twin risks of under- and over-regulating AI, raising concerns about impacts on children and the creative industries.

Both candidates have proposals to support California’s entertainment sector. The state recently doubled its annual film and television production tax-credit program to $750 million. Hilton calls that level inadequate and favors expanded incentives, faster approvals and a governor’s office to cut bureaucratic delays. Becerra likewise supports expanding tax credits, speeding permitting and has proposed a "California Entertainment Summit" to craft a broader industry strategy.

What to Watch

For Becerra, the debate is an opportunity to defend his record and argue his proposals better address voter concerns without promising unrealistic fixes. For Hilton, the stage is a chance to translate voter dissatisfaction over housing costs, taxes and services into broader support or to create memorable moments that shift coverage in the campaign’s final weeks.

Context: Polls entering the debate favor Becerra, but debates can reshape momentum late in a campaign — particularly in a mail-ballot election where turnout and persuasion matter.
