Rubio made the comments on the sidelines of the UN General Assembly in New York after meeting with Russian Foreign Minister Sergei Lavrov.

Rubio cautioned that the conflict could "metastasize" — expanding beyond Ukraine via a range of tactics. "That it could grow into somewhere else, be it through a hybrid attack, be it through a sabotage attack, be it through a misunderstanding — you know, some pilot went the wrong way, and all of a sudden you've got active combat," he told reporters.

German authorities say a drone fitted with explosives was discovered near Ukrainian cargo aircraft at Leipzig airport in early August; Berlin has publicly blamed Russia for the incident.
