Suisun City Declares Emergency After Cyberattack Disables 911 and City Systems

Suisun City officials declared a local state of emergency after malicious software breached the city's IT systems early Friday and forced a complete shutdown of the municipal network, temporarily crippling 911 routing and police and fire dispatch systems.

What Happened

City leaders said the intrusion occurred at about 5:45 a.m. Friday. To prevent the malware from spreading and to preserve evidence for a federal investigation, officials shut down the entire network. The outage also disrupted municipal records and many online services, leaving internal operations temporarily unavailable.

Emergency Response

Despite the digital disruption, Suisun City emphasized that public safety has not been compromised. Dispatchers rerouted emergency calls through the Solano County dispatch center so police and fire crews could continue responding to calls for service. Emergency crews remain active in the community and the city's Emergency Operations Center has been activated.

The Suisun City Council met in a special session and voted unanimously at an 11 a.m. Saturday meeting to declare a local emergency under Government Code 8630. That declaration speeds access to emergency resources and can help the city recover costs tied to the attack.
