The U.S. Navy has announced new procedures to reassess religious waivers that permit facial hair outside standard military grooming rules. The review affects active-duty and Reserve sailors with approved, pending, previously denied, or new requests for religious accommodations related to facial hair.
Who Must Resubmit and Why
Because Navy policy is being revised, all sailors with approved or pending facial-hair waivers must resubmit their requests for reconsideration. The administrative message says the reevaluation also covers sailors who previously had requests denied and any service members filing an initial request.
“Commanding officers must objectively weigh the fundamental value of accommodating religious practices against the compelling, life-or-death interest of maintaining an absolute protective posture and ensuring the operational viability of our fleet.”
Evidence and Review Process
The Department of Defense issued a memorandum in mid-March requiring service members who seek religious exemptions to provide evidence of “sincerely held religious beliefs.” To establish sincerity, sailors must submit written testimony describing their beliefs and explaining how clean-shaven grooming standards conflict with those beliefs.
Sailors who intend to resubmit a religious-accommodation request for facial hair must notify their command within 10 business days. Once submitted, commands will process the requests and a chaplain will review each case to assess the veracity of the claimed religious belief. Commands then have 30 days from the time of submission to complete their reevaluation.

The notice also referenced a separate directive for the Marine Corps: all Marines must meet standard grooming requirements within 12 months or face possible separation, highlighting a broader Defense Department focus on uniform standards and operational readiness.
The Navy said it will publish follow-up guidance clarifying grooming rules and the implementation timeline for the revised waiver process.
