More than 20 people reported sudden throat pain Monday near the upscale Ginza Six shopping complex in Tokyo after an individual allegedly sprayed an unknown substance, Tokyo Fire Department officials said.

The department said 26 people complained of abrupt throat pain and feeling unwell; all but one were taken to hospital and officials described their symptoms as mild. Dozens of fire engines and ambulances responded, surrounding roads were temporarily closed, and television footage showed emergency crews in hazmat suits assisting and evacuating people.

Investigation Under Way
Police and fire officials said an investigation is ongoing. The Yomiuri, Japan's largest-circulation newspaper, reported that police found traces of pepper spray on a wall near the scene.
Eyewitness account:
Yuzo Tsuda, 78, told The Associated Press he had walked toward the complex after lunch with friends, drawn by the commotion, when he suddenly felt throat pain and began coughing. He said the ache eased after about an hour and he did not plan to go to hospital.
Authorities have not released details about a suspect. Officials advised anyone experiencing symptoms to seek medical attention as the investigation continues.
