Former Dolton Mayor Tiffany Henyard is at the center of a residency and payroll controversy after local reports indicated she established Georgia residency while still completing her mayoral term in Illinois in 2025.
Residency Challenge and Fulton County Hearing
Henyard, who lost a February 2025 mayoral primary in Dolton, has since launched a Republican campaign for the Fulton County Commission seat representing South Fulton County’s District 5. County law requires candidates to have been residents of Fulton County for 12 months prior to the election.
At a special meeting of the Fulton County Board of Registration & Elections, Henyard testified she became a legal resident of Fulton County on May 1, 2025. Board Commissioner Julie Adams questioned that claim, noting Henyard remained the mayor of Dolton until she formally left office on May 4, 2025.
"Did you know that in Cook County, Illinois, to hold an office there, you have to be a resident in that jurisdiction? So, you were the mayor until May 4 of 2025, but yet you’re saying you became a resident of Georgia on May 1 of 2025," Adams said.
Henyard responded that she considered herself a "lame duck" after losing the primary and that the loss prompted her move out of state. Board member Douglass Selby pointed out that public records still showed her registered to vote in Illinois. Despite these concerns, the Fulton County elections board voted 3-1 to certify that Henyard met the residency requirement to run in the District 5 primary scheduled for May 19, 2025.

Reporters asked whether Henyard continued to collect pay from Dolton while finishing her mayoral term and while serving as a Thornton Township trustee.
