Democratic senators say cuts at the Social Security Administration (SSA) have produced “customer service chaos” for millions of older Americans and people with disabilities who rely on the agency, according to a new report.
The senators' investigation found that actual phone wait times were often more than ten times higher than the SSA’s website claimed — and in many cases calls were never answered. The report links those delays to layoffs of more than 7,000 SSA employees during the Trump administration and says the reductions have sharply eroded service for beneficiaries.
Longer Waits, Strained Field Offices
“The results of these cuts have been catastrophic — driving up wait times for phone services and in-person field office appointments,” the report says. It adds that some rural field offices have been left with such limited capacity that they are effectively closed and cannot provide the in-person help many seniors and people with disabilities need.
Fraud Claims Challenged
The senators also challenge public claims of widespread fraud. The report examines allegations made by Elon Musk and a group referenced in the report as "Doge," which asserted large-scale fraud and mismanagement at the SSA. The senators say those claims are inaccurate: while "Doge" claimed 40% of calls to change direct-deposit information were fraudulent, SSA data cited in the report found only two confirmed fraud cases out of 110,000 new phone claims.
Senator Elizabeth Warren: "Since Day One, Donald Trump’s attacks on Social Security have made it harder for Americans to get their benefits. We launched our Social Security War Room a year ago to fight back and stop Trump’s damage, and that’s exactly what we’ve done."
Leadership and Policy Concerns
The report criticizes agency leadership for presenting misleading data, mishandling the staffing shortfall and proposing cuts instead of addressing service gaps. It highlights Commissioner Frank Bisignano — appointed in October — and says he admitted at a town hall that he had to search online to learn about the role when it was offered to him. The report further alleges Bisignano suggested limiting disability benefits and raising the retirement age before abandoning those plans after public backlash.
"Commissioner Bisignano’s leadership continues to put Americans’ benefits at risk," the report concludes, charging that shifting employees and limiting field-office services has masked the impact of deep staff cuts and left the agency considering alarming options to address Social Security's finances.
Agency And White House Responses
An SSA spokesperson disputed the report's findings on wait times and pointed to an inspector general report, calling the senators' claims "baseless" and accusing the War Room of needlessly alarming seniors and vulnerable beneficiaries. The SSA statement also said customer service improvements are underway under Commissioner Bisignano.
White House spokesperson Liz Huston defended President Trump’s record for seniors and cited recent tax relief that reduced taxes on Social Security benefits for most recipients. Huston did not directly answer the report's allegations about SSA mismanagement but emphasized the administration's tax changes.
What remains clear, the report says, is that staffing cuts and leadership decisions have created measurable service declines that are affecting Americans who depend on Social Security for income and support.
