Senate Democrats on Tuesday again rejected a Republican-backed bid to fund the Department of Homeland Security (DHS), extending a partial DHS shutdown as Congress prepared for the president's primetime State of the Union address.
The largely party-line vote was the Senate's first action after a weeklong recess. Senate Republican leader John Thune (R-S.D.) pressed Democrats to take a position on reopening the agency, forcing a politically charged vote that failed to advance a full-year DHS funding measure.
Negotiations Stalled
Lawmakers and the White House have exchanged counteroffers in recent days, but negotiators remained far apart. According to a source familiar with the talks, discussions largely stalled over the break and were expected to resume next week. The impasse leaves no clear path to a deal as the partial shutdown — affecting only DHS operations — entered its 12th day.
Senate Majority Leader John Thune, R-S.D., again tried to ram a full-year funding bill to reopen the Department of Homeland Security but was blocked by Senate Democrats a second time.
"So far, they have not budged on the key issues, like masks, like warrants, like oversight from state authorities," Senate Minority Leader Chuck Schumer (D-N.Y.) said. "It depends what he says. So far, we've heard crickets from them. Nothing. They're not negotiating. They're just trying to pass paper back and forth with no real changes."
Operational Impacts at DHS and Related Agencies
The Department of Homeland Security and its components have enacted temporary measures as funding lapsed. U.S. Customs and Border Protection (CBP) shifted personnel to frontline travel-processing duties, prompting a suspension of Global Entry processing at some airports and a halt to courtesy escorts for members of Congress.
The Federal Emergency Management Agency (FEMA) said it has paused most non-emergency work, suspended public assistance for ongoing disasters where appropriate, and restricted personnel travel to activities "strictly necessary to respond to active disasters and life-safety emergencies." These steps are intended to preserve limited resources for immediate emergency response.
Political Stakes
The White House has signaled it will apply public pressure on Senate Democrats to reach a compromise. How the president addresses the negotiations in his State of the Union remarks could shape Democrats' strategy in the coming days.
For now, both sides remain publicly aligned to their priorities, and negotiators say talks will continue as lawmakers return to Washington.
