LONDON (AP) — The British government said Friday it is investigating a reported cyber incident after media accounts suggested hackers linked to China may have accessed thousands of confidential documents held by the Foreign, Commonwealth and Development Office (FCDO).

Investigation Details

Trade Minister Chris Bryant said the inquiry began in October and that officials currently assess there is a 'fairly low risk' that individuals' personal data has been exposed. The government has not publicly confirmed the scope of any data accessed and described media allegations as speculative.

Reports in The Sun cited a hacking group known as Storm 1849, which some intelligence sources have linked to the Chinese government, and said the group may have obtained information related to tens of thousands of visa applications. Officials have declined to verify those specific claims.

Political Context

The allegations arrive at a sensitive moment for UK-China relations. Prime Minister Keir Starmer is reportedly planning a visit to China in late January — the first trip by a British prime minister since 2018 — as his government seeks to rebuild trade and diplomatic ties strained by concerns over espionage and human rights.

Separately, ministers have delayed a decision on plans for a large new Chinese embassy in London amid criticism that the site could be used for intelligence operations.

Bryant emphasized a pragmatic approach: acknowledging areas for cooperation while remaining prepared to challenge Beijing where necessary. 'I think our relationship with China has to be one with our eyes wide open,' he said, adding that officials want to avoid inflaming speculation while continuing the investigation.
