Massive Russian drone and missile strikes overnight targeted energy and port infrastructure across multiple Ukrainian regions, cutting electricity to over one million households and disrupting water supplies. Officials say more than 450 drones and 30 missiles were used and at least a dozen civilian facilities were damaged. Multiple regions across Ukraine were hit overnight by a large-scale Russian drone and missile campaign that targeted energy and port infrastructure, leaving more than one million households without power, officials said.

Widespread Damage and Civilian Impact

President Volodymyr Zelensky said Russian forces launched more than 450 drones and 30 missiles, damaging over a dozen civilian facilities from Friday night into Saturday. Interior Minister Ihor Klymenko described the strikes as delivering "painful blows to Ukraine’s energy sector." Regional authorities reported several civilians wounded and widespread disruptions to water supplies.

In the Odesa region, Deputy Prime Minister Oleksiy Kuleba said the seaport and energy facilities were struck, igniting fires in grain storage. Ukraine’s largest private power company, DTEK, reported 20 electrical substations damaged in the region and released video showing crews clearing debris at a hit substation.

In Kherson city, officials said more than 140,000 customers lost electricity and water distribution was reduced to about four hours a day while repairs continue. Mykolaiv’s mayor, Oleksandr Senkevych, described the attack as among the most massive recent strikes on that region, reporting five people injured. Chernihiv was struck more than 30 times overnight, according to regional authorities.

Cross-Border Effects and Maritime Damage

Russia’s defence ministry said it intercepted over 40 Ukrainian drones during the period. In Russia’s Saratov region, local officials reported apartment strikes that killed two people. Ukraine’s navy said three Turkish-owned ships were damaged during attacks on Odesa ports.

Diplomatic Context

The strikes came as US envoy Steve Witkoff, representing a US-backed peace proposal, prepared to meet President Zelensky and European officials in Berlin. European and US officials met in Paris ahead of the Berlin meetings; the French presidency said a common negotiating position between Ukraine, Europe and the US would be central to any push for peace. France emphasized that Ukraine has not agreed to territorial concessions or a demilitarized zone and that territorial arrangements remain tied to broader security guarantees.

Frontline Fighting

On the battlefield, Ukrainian forces reported a notable counteroffensive in the Kharkiv region that inflicted heavy losses on Russian units. Ukrainian Commander-in-Chief Oleksandr Syrskyi said forces continued to resist a Russian offensive aimed at capturing the Donetsk hub of Pokrovsk, and that fighting intensity along much of the front is high — on some days reaching roughly 300 combat engagements.

Ukrainian officials say they have recaptured parts of Kupiansk in Kharkiv region. Analysts at the Institute for the Study of War noted that recent Ukrainian gains and continued resistance undercut Russian claims that the frontline is collapsing. Syrskyi added that Ukrainian troops have reclaimed about 16 square kilometres in the northern part of Pokrovsk in recent weeks.

Repair crews are working to restore power and water amid an increasingly strategic Russian campaign to degrade Ukraine’s energy network ahead of winter. The attacks underscore the twin pressures of intensified combat and urgent diplomatic efforts to seek a path toward de-escalation.
