Nevin was last in contact with a guardian on Tuesday, Dec. 2, and witnesses reported seeing the siblings walking together on North Fifth Street. Officers were especially concerned for Nevin’s welfare because he was reportedly without a coat or shoes in cold weather.

Police also told investigators that the older sibling might have been armed and that she was the subject of an outstanding felony warrant alleging battery on a police officer.
