Portland Man Charged After Allegedly Threatening to Kill Officers and Assault Their Families at ICE Facility

John Paul Cupp, 45, has been charged after allegedly threatening to kill law enforcement officers and sexually assault their wives at an ICE facility in South Portland. Court filings say the threats occurred on Oct. 14 and were repeated in online posts on Nov. 3 and Nov. 13, 2025. The FBI describes Cupp as a prolific online content creator who issues violent and antisemitic rhetoric. Federal officials say they will aggressively investigate and prosecute such threats.

Federal prosecutors say 45-year-old John Paul Cupp has been charged after allegedly threatening to kill law enforcement officers and sexually assault their wives at an Immigration and Customs Enforcement (ICE) facility in South Portland.

According to court filings, the alleged confrontation began on Oct. 14 when Cupp shouted insults as officers approached a crowd near the ICE building. Prosecutors allege that Cupp told officers he would "kill law enforcement officers, sexually assault their wives, and harm their children."

The filings further allege that Cupp later repeated the threats online. Prosecutors say he posted a video on Nov. 3, 2025, reiterating threats toward federal agents and their spouses, and continued publishing violent rhetoric on Nov. 13, 2025.

The FBI described the defendant in court documents as "a prolific producer of online content" who regularly posts aggressive rhetoric, calls for war against the United States, antisemitic threats, and other threats of violence.

Matt Torres, Acting FBI Portland Special Agent in Charge: "Threats against law enforcement have absolutely no place in our community. The FBI will use all investigative means available to seek out and arrest anyone using violent rhetoric to express themselves."

The defendant has been charged with making threats against a federal law enforcement officer. These are allegations; the defendant is presumed innocent unless proven guilty in court. Federal authorities say the matter remains under investigation.
