After a deadly 7.1-magnitude earthquake struck Kumamoto in southern Japan on July 28, 2026, longstanding conspiracy theories blaming the Alaska-based HAARP research facility resurfaced online. Authorities and independent seismologists say the quake resulted from natural tectonic processes, and experts reaffirm there is no scientifically established mechanism by which HAARP’s radio transmissions could trigger earthquakes.

What Happened

The powerful quake killed at least 38 people, destroyed homes, ruptured bridges and left thousands without water and electricity. The Japan Meteorological Agency (JMA) characterized the event as strike-slip faulting, meaning blocks of rock moved horizontally past one another — a natural tectonic process also supported by an independent analysis from the United States Geological Survey (USGS).

How the HAARP Claims Spread

Social media posts in Korean and Japanese — including content shared on Threads and X — paired photos of lightning and disk-shaped clouds with claims that HAARP had caused or manipulated the quake. One widely circulated Korean post read, "After HAARP attacked Busan and Japan two days ago, earthquakes struck both places today." Screenshots of such posts were archived by fact-checkers, but contain no evidence linking HAARP to seismic activity.

Why Scientists Say HAARP Is Not To Blame

HAARP (High-frequency Active Auroral Research Program) was operated by the U.S. Air Force until 2015 and is now managed by the University of Alaska Fairbanks. The facility studies the ionosphere using high-frequency transmitters. Experts, including HAARP director Jessica Matthews, told AFP that the station’s transmissions operate at frequencies and intensities that cannot physically generate or amplify weather systems or trigger earthquakes.

Seismologists emphasize two key points: earthquakes originate from stress accumulation and release along faults in the Earth’s crust, and human-induced seismicity (for example from mining or fluid injection) is constrained to locations usually within a few kilometres — at most tens of kilometres — of the human activity. The roughly 6,500-kilometre distance between HAARP in Alaska and the Kumamoto epicentre makes any causal link implausible.

Expert Commentary

Ryan Schultz (Swiss Seismological Service, ETH Zurich) noted there is "no known causal relationship" between HAARP and induced seismicity and outlined the strict criteria scientists use to demonstrate human-induced earthquakes (location, timing and changes in seismicity rate tied to an operation).

Emily Brodsky (UC Santa Cruz) added that "there is no evidence that electromagnetic pulses can be used to deliberately induce earthquakes," explaining that underground stresses from rock and fluid movement — not electromagnetic activity — produce earthquakes.

Dongwoo Lim (Kansai University), who studies earthquake misinformation, said that HAARP-related and other conspiracy narratives routinely resurface after major quakes and are sometimes treated as entertainment by social media users, which helps them spread.

Context And Background

Japan sits atop multiple tectonic plates along the Pacific "Ring of Fire" and is one of the world’s most seismically active countries. Kumamoto was previously struck by destructive earthquakes in 2016 that killed 273 people and injured thousands.

Bottom line: Multiple seismological agencies and independent experts point to natural strike-slip faulting as the cause of the July 28 quake. There is no credible scientific evidence linking HAARP or radio-frequency transmissions to the earthquake.
