The European Commission said on July 30 that ChatGPT and Roblox could be added to the DSA roster of Very Large Online Platforms or Search Engines. Both services have reported user counts above the DSA threshold, making designation "definitely possible" and potentially imminent, a Commission spokesperson said. If designated, the platforms would face enhanced transparency, risk-management and oversight obligations under the Digital Services Act.
EU Signals ChatGPT and Roblox Could Be Labeled 'Very Large' Platforms Under Digital Services Act

BRUSSELS, July 30 (Reuters) — The European Commission could place both ChatGPT and Roblox on its list of Very Large Online Platforms or Search Engines under the Digital Services Act (DSA), a Commission spokesperson said.
Thomas Regnier, a spokesperson for the Commission, noted that both services have reported user numbers above the DSA threshold, making such a designation "definitely possible" and one that "could come sooner or later."
"Since both ChatGPT and Roblox have announced user numbers above the DSA threshold, a designation is definitely possible and could come sooner or later," Regnier said.
If designated, platforms and search engines on the DSA's "very large" lists are subject to enhanced obligations intended to address systemic risks. Those obligations typically include stronger transparency measures, risk-assessment and mitigation requirements, independent audits and increased oversight by EU authorities.
The Commission has not announced any formal designation yet. Any such decision would follow an internal assessment of user reach and the platforms' systemic impact across the EU.
