Amber Swain, 35, a teacher and director at Pend Oreille River School in Newport, Washington, was arrested and booked on first- and second-degree incest charges after authorities say she had sexual relationships with two adopted teenage boys.
The Pend Oreille County Sheriff’s Office said the investigation began after the state Department of Children, Youth, and Families contacted law enforcement on May 18 about possible sexual abuse. Investigators were told the alleged conduct began several months earlier, when the two males were 17 and 18 years old.
According to reports from The Spokesman-Review and KREM-TV, both teens were interviewed by investigators. One teen reportedly told authorities he and Swain had sex "plenty of times," including a few days before his interview. The second teen described touching Swain in May while they were in bed together, saying Swain stopped the contact before it escalated.

Swain’s public defender, Brett Billingsley, urged for release on the grounds that Swain has no prior criminal history and suggested conditions such as living separately from the teenagers to address safety concerns.
The Newport School District placed Swain on administrative leave and said it is cooperating with law enforcement. No conviction has been reported; the charges are allegations that will be resolved through the court process.
