Rosen contends that the killing occurred because DHS leadership failed to restrain Immigration and Customs Enforcement (ICE) and its partner agencies and to ensure they respect Americans' constitutional rights. She says Noem has either lost control of her department, is unwilling to rein in constitutional violations, or both.

Allegations of Wasteful Spending and Favoritism

Beyond operational failures, Rosen criticizes Noem for allegedly using taxpayer dollars for personal benefit and political favoritism. Rosen cites reports that Noem authorized purchases of two private jets — described in reporting as unusually expensive — and that DHS awarded roughly $220 million in advertising contracts to firms with close ties to senior officials. DHS issued statements disputing involvement in subcontractor selection, but Rosen says those denials strain credulity.

Response To The Pretti Shooting

Rosen also faults Noem for publicly suggesting, before a full investigation, that Alex Pretti was a 'domestic terrorist' who tried to kill ICE officers. Rosen says the available video evidence does not show Pretti brandishing a weapon and that the premature characterization was misleading and irresponsible.

'That was the last straw for me and for many across the country,' Rosen wrote, arguing the secretary's conduct and leadership failures warrant removal from office.

Impeachment Call

As a U.S. senator with the constitutional authority to vote on removal after House impeachment, Rosen says she is urging lawmakers in both parties to begin impeachment proceedings against Secretary Noem. She further says she will vote to convict and remove Noem from office if the House impeaches her.

Rosen frames her call as a matter of public safety, constitutional fidelity and stewardship of taxpayer funds: for transparency and the integrity of institutions that serve the American people, congressional action is required, she argues.
