Eddy Betancourt, a 61-year-old businessman and appointee to the Texas Facilities Commission, was found shot and unresponsive at a commercial property in McAllen on Saturday, police said.
Officers responded to a 911 call Saturday afternoon reporting a man on the floor at a location in the 800 block of North Ware Road. When police arrived they discovered Betancourt unresponsive and without a pulse; he appeared to have suffered a gunshot wound. His death is being investigated as a homicide.
On Sunday, McAllen police identified 60-year-old Reynaldo Mata-Rios as a suspect and said the McAllen Municipal Court issued a warrant charging him with murder, a first-degree felony. Authorities reported Mata-Rios told investigators he intended to surrender but had not done so as of Sunday afternoon. Police provided a physical description: approximately 6 feet tall, about 195 pounds, with brown hair and brown eyes.
Betancourt was appointed by Gov. Greg Abbott to the Texas Facilities Commission in 2020 and was reappointed in 2023 to a term scheduled to run through 2029. In the private sector, he served as president of R&B General Construction Co. Inc., co-owner and president of National Tire and Wheel LLC, and as a general retail partner manager for E2H Investment. He also served on the Hidalgo County Appraisal District Board of Directors and was a member of the McAllen Board of Realtors and the National Association of Realtors.
Police said the investigation remains active and that authorities have not released a possible motive. Fox News Digital reported it had contacted the Texas Department of Public Safety and the Department of Homeland Security for comment.
