China will lower import tariffs on selected goods starting in 2026, including recycled black powder used in lithium-ion batteries and certain medical products such as artificial blood vessels and diagnostic kits. The Customs Tariff Commission said provisional rates for 925 products will be set below WTO Most-Favoured-Nation levels. The move could reduce costs for manufacturers and improve access to medical supplies.

China announced on Monday that it will adjust import tariffs on a range of goods beginning in 2026, lowering duties on certain resource-based commodities and medical products.

In a statement, the Customs Tariff Commission of the State Council said the changes will include reduced levies on recycled black powder used in the manufacture of lithium-ion batteries, a material tied to electric vehicle and energy-storage supply chains. The commission also singled out medical items such as artificial blood vessels and diagnostic kits for specified infectious diseases for tariff reductions.

Overall, provisional import tariff rates for 925 products will be set below the Most-Favoured-Nation (MFN) rates that China applies to all World Trade Organization (WTO) member states, the statement said.

Officials did not publish detailed rate schedules in the announcement. Analysts say the adjustments could lower input costs for manufacturers and improve access to specialized medical supplies, while also reflecting China's broader efforts to support strategic industries and manage supply chains.
