One Dead, One Critically Injured in Shooting at Kentucky State University; Suspect in Custody

Kentucky State University reported a fatal shooting on Dec. 9 inside Whitney M. Young Jr. Hall. One person was killed and a second was hospitalized in stable but critical condition; both suffered gunshot wounds. Authorities arrested Jacob Lee Bard, 48, of Evansville, Indiana — who is not a KSU student — and booked him on murder and first-degree assault charges. Officials say there is no ongoing threat and classes and campus activities are suspended for the rest of the week.

Kentucky State University confirmed that one person was killed and another was critically wounded in a shooting on Tuesday, Dec. 9, inside Whitney M. Young Jr. Hall, a campus residence hall on the south side of its Frankfort campus.

What Happened

Campus and local police responded to a report of an "active aggressor" at about 3:10 p.m.. The Frankfort Police Department said officers arrived roughly four minutes after the call. Nearly an hour later, officials confirmed one person had died and a second victim had been transported to a hospital in "stable but critical" condition. Both victims suffered gunshot wounds, Frankfort Assistant Chief of Police Scott Tracy said at a press conference.

Suspect and Charges

On Tuesday evening, city officials identified the suspected shooter as Jacob Lee Bard, a 48-year-old resident of Evansville, Indiana. Authorities say Bard is not a student at Kentucky State University. Bard was taken into custody and booked into the Franklin County Regional Jail on charges of murder and first-degree assault, according to online booking records.

University Response and Safety

The university said it is "actively managing" the incident and emphasized there is no ongoing threat to the campus community, calling the shooting an isolated incident. Kentucky State officials also said campus police and local law enforcement are coordinating the response to ensure student and staff safety.

Out of respect for the victims and their families, the university declined to release names or additional medical details and said it is in close contact with the families and providing support.

Campus Impact and Context

In response to the shooting, Kentucky State suspended all classes, final exams and campus activities for the remainder of the week. The historically Black university, chartered in 1886, enrolls more than 2,200 students and employs about 450 faculty and staff, according to its website.

Officials' Statements

Kentucky Gov. Andy Beshear said his office was aware of the incident and pledged to share information as it becomes available, adding, "Let’s pray for all those affected." The Frankfort Police Department continues to investigate.
