Ex-Girlfriend Found Dead at Days Inn in Westchester County

A 32-year-old man has been arrested and charged with murder after prosecutors say his ex-girlfriend was beaten to death at a motel in Westchester County, New York.

Charges and Arrest

Westchester County District Attorney Susan Cacace announced on Dec. 5 that Justin Bartley, 32, has been charged with second-degree murder and endangering the welfare of a child in connection with the death of 32-year-old Roseberline Phillippe. Authorities say Phillippe's body was discovered in a room at the Days Inn in Elmsford in early November.

"My heart aches for Ms. Phillippe's family, who have lost the companionship of their beloved daughter, sister and friend," Cacace said. "Ms. Phillippe was also a new mother and had so much left of her life to share with her young son."

Allegations and Child Witness

Prosecutors allege Phillippe was beaten to death and that the attack occurred in front of the couple's 2-year-old son. Bartley pleaded not guilty at his arraignment and is being held without bail at the Westchester County Jail while the case moves forward. A judge has issued temporary orders of protection for members of the victim's family.

Background And Ongoing Investigation

Officials said Bartley was on probation at the time of the alleged killing. In 2022 he pleaded guilty in Rockland County to second-degree attempted criminal possession of a weapon and driving while intoxicated; he received a five-year probation sentence in that matter.

Police continue to investigate the circumstances surrounding Phillippe's death. It was not immediately clear whether Bartley had retained legal counsel who could speak on his behalf.

Family And Community Response

Friends and relatives have set up a GoFundMe to help cover funeral expenses and support Phillippe's young son. The fundraiser's organizer described Rose as "a devoted mother, a loving daughter, and an amazing friend," and pledged to ensure her child grows up knowing the strength and love she carried.

Next Steps

Bartley's next court appearance is scheduled for March 6, 2026. The DA's office and local law enforcement are continuing their investigation.
