A Jersey City police sergeant and former municipal mayor was arrested and charged after prosecutors say he drugged and sexually assaulted a juvenile he allegedly met through a social media app, the Bergen County Prosecutor's Office announced.

Allegations

Authorities say Sgt. Andrew LaBruno, 44, was taken into custody and faces counts including aggravated sexual assault, sexual assault and endangering the welfare of a child. Prosecutors allege the incident occurred inside a residence in Englewood, New Jersey.

A criminal complaint reviewed by investigators states that LaBruno sprayed an unidentified substance into his hand, pressed that hand to the victim’s mouth and nose and caused the child to become dizzy and "physically helpless." The complaint alleges LaBruno then committed the sexual assault.

Responding officers found the juvenile inside the home exhibiting signs of cognitive impairment and the victim was transported to a nearby hospital for treatment. Prosecutors say probable cause for the arrest was established based on statements taken at the scene, body-worn camera recordings and corroborating physical evidence.

Professional and Personal Background

LaBruno is a 26-year veteran of the Jersey City Police Department. Earlier this month he ran as a Democratic candidate for the New Jersey General Assembly in the 39th District. He previously served on the Dumont Borough Council and was mayor of Dumont from 2020 to 2023. According to public campaign material, he is married with two children and has been involved in coaching youth sports.

LaBruno is being held without bail in the Bergen County Jail and has been suspended without pay by the Jersey City Police Department.
