Thailand Approves Extradition of Alleged Online Gambling Kingpin She Zhijiang to China

An appeals court in Thailand has authorised the extradition of suspected online gambling boss She Zhijiang to China, ordering his transfer within 90 days. She, arrested in Bangkok in August 2022, faces Chinese allegations that he ran some 239 illegal gambling websites linked to networks and casinos in Myanmar. He is known for developing the controversial Yatai New City project in Shwe Kokko, and the U.S. and U.K. have sanctioned him. A 2024 U.N. report details his extensive regional investments.

Thai appeals court authorises transfer to China

An appeals court in Thailand on Monday authorised the extradition of She Zhijiang, a Chinese national accused by Beijing of operating more than 200 illegal online gambling enterprises across Southeast Asia. The court ordered that he be sent to China within 90 days.

She was arrested in Bangkok in August 2022 on a 2014 arrest warrant issued by Chinese authorities and is currently held at Klong Prem Central Prison. His legal team had mounted a constitutional challenge to Thailand's extradition law, but that challenge was rejected last month.

Thai prosecutors, citing Chinese allegations, say She established 239 illegal online gambling websites and was linked to broader gambling networks and casino operations in neighbouring Myanmar. Law enforcement officials say cybercrime and online scamming have flourished in parts of Southeast Asia—particularly where oversight is weak, such as in Cambodia and Myanmar—with some casino-linked operations shifting online during the COVID-19 pandemic.

She gained prominence in the region as the developer of the Yatai New City project in Shwe Kokko, a border complex in Myanmar notorious for cyber-scamming and allegations of human trafficking.

According to a 2024 report by the U.N. Office on Drugs and Crime, She "is known to have a robust business and investment portfolio across Southeast Asia, and particularly Cambodia, Myanmar, Thailand and the Philippines, spanning across industries including real estate, construction, entertainment and blockchain technology."

The United States and the United Kingdom have imposed sanctions on She over alleged criminal activities. Thai authorities will coordinate his transfer if Chinese extradition procedures are completed within the court-ordered timeframe.
