U.S. Clears Possible $$4.5 Billion Sale of KC-46 Tankers and Support to Qatar

The U.S. State Department has approved a potential $4.5 billion Foreign Military Sale to Qatar for up to four KC-46A aerial refueling tankers and associated systems, including engines, radar warning receivers and LAIRCM countermeasure components. The package also covers training, logistics and non-major defense equipment. Principal contractors named include Boeing, Pratt & Whitney, RTX and Northrop Grumman. U.S. officials say the sale would strengthen Qatar's defense, interoperability with U.S. forces and its regional security role.

The U.S. Department of State has approved a proposed Foreign Military Sale valued at up to $4.5 billion that would provide Qatar with KC-46A aerial refueling tankers and related equipment, officials said in a Thursday notification.

Deal Details

According to the notification, Qatar has requested:

  • Up to four KC-46A tankers
  • Eight PW4062 turbofan engines
  • Ten AN/ALR-69A radar warning receivers
  • Fifteen Guardian Laser Transmitter Assemblies for Large Aircraft Infrared Countermeasure (LAIRCM) systems
  • Eight LAIRCM system processor replacements

The package also includes a range of "non-major defense equipment" such as precision navigation systems, transportation and airlift support, personnel training and training equipment, and other logistical and program support items.

U.S. Rationale and Strategic Context

The State Department said the proposed sale would enhance Qatar's ability to meet current and future threats, strengthen interoperability with U.S. and allied forces, and reinforce Qatar's role in regional security. U.S. officials described the country as a "strategic regional partner" that contributes to political stability and economic development in the Middle East.

Contractors, Implementation and Offsets

Principal contractors named in the notification include Boeing, Pratt & Whitney Military Engines, RTX Corporation and Northrop Grumman. The announcement states that implementation of the sale would not require additional U.S. government or contractor representatives to be permanently based in Qatar.

The U.S. Government also said it is not aware of any offset agreement tied to this potential sale; any offset arrangements would be worked out during negotiations between Qatar and the contractors.

Platform Capabilities and Context

The KC-46A is designed to provide aerial refueling to the U.S. Air Force, Navy, Marine Corps and partner nations, and it offers expanded refueling, cargo and aeromedical evacuation capabilities compared with the older KC-135 tanker fleet.

Separately, the notification arrives amid public questions about the security features of a Qatari-donated aircraft that has been modified for use as a U.S. presidential transport. Officials are evaluating related security issues as the broader equipment transfer is reviewed.

Next Steps: The State Department approval is a required step for the sale to proceed to formal contract negotiations and potential congressional review under U.S. export control processes.
